His Worship Amos Kwizera, one of Judiciary’s 32 Deputy Registrars,\r\nis now a Chief Executive of the Public Procurement and Disposal of Public\r\nAssets Appeals Tribunal (PPDA Tribunal).

The judicial officer was appointed PPDA Tribunal Registrar\r\n(accounting officer) at the beginning of June 2016 on a three-year contract.\r\nThe Judiciary granted him leave without Pay for the contract period.

The PPDA Tribunal

Created in July 2014, the PPDA Tribunalconsists of five members\r\nappointed from the private sector – with a good understanding of the procurement laws and\r\nprocedures – together with the Registrar.
\r\n\r\n
It is an independent quasi-judicial that hears appeals from bidders\r\nor procuring and disposing entities aggrieved by decisions of the Public\r\nProcurement and Disposal of Public Assets Authority (PPDA). It can also hear\r\nmatters referred to it by PPDA.

Born on May 25, 1972, His Worship Kwizera was until recently a Deputy\r\nRegistrar of the now defunct Central High Court Circuit at Nakawa before\r\nrestructuring of High Court Circuits from 13 to 20.
\r\n\r\n
He is a holder of a Bachelors\r\nin Laws Degree and a Postgraduate Diploma in Legal Practice from the Law Development\r\nCentre. H/W Kwizera also has a Postgraduate Diploma in Management of the Uganda\r\nManagement Institute and another in Social Justice of Makerere University. He\r\nis currently pursuing a Masters in Law from Makerere University.

He is a career judicial officer who joined the Judiciary as a\r\nMagistrate Grade I under Tororo Chief Magistrates Court in 1999. He also served\r\nin Kabale, Kisoro, Rukungiri, Kanungu and Mengo\r\nin the same capacity.
\r\n\r\n
He rose through the ranks –was\r\nappointed personal assistant to then Chief Justice, Hon. Justice Benjamin\r\nOdoki; promoted to Chief Magistrate in 2009 and served in Kitgum, Jinja,\r\nKabale and Rukungiri, while acting as acting Assistant Registrar Kabale High\r\nCourt Circuit.
\r\n\r\n
In 2014, he was transferred to the Registry of\r\nPlanning and Development as acting Assistant Registrar, and was later moved to\r\nthe Inspectorate of Courts in the same capacity. He was in December 2015\r\nappointed Deputy Registrar and posted to Central Circuit Nakawa from where he\r\nhas joined the PPDA Tribunal.
